New-home plumbing, electrical, gas, and HVAC rough-ins before insulation checklist

A coordinated pre-insulation new-home rough-in checklist for approved layouts, structural penetrations, piping and drains, gas and venting, electrical circuits and boxes, HVAC ducts and refrigerant lines, ventilation, fireblocking, testing, inspections, photographs, and correction release before cavities are filled.

Fixture, equipment, panel, device, duct, pipe, vent, and control locations match plans and selections

Critical item

Rough-in locations should coordinate with actual products, finishes, structure, cabinets, doors, service access, and owner options.

Drilling, notching, cutting, boring, and fastening preserve approved framing

Trade penetrations should remain within prescriptive or engineered limits and include required protection from future fasteners.

Tests, rough inspections, fireblocking, corrections, and complete cavity photographs are released

Cavities should remain open until applicable trade inspections and corrections are accepted and the final hidden-work record is complete.

Use after major rough-in systems are installed and tested but before insulation, air sealing, drywall, cabinets, tubs, or other finishes reduce visibility. Qualified trades and the AHJ control testing and approval; homeowners should not energize, pressurize, or open systems. Do not enter unsupported excavations, walk incomplete framing or roofs, open energized equipment, operate pressurized systems without authorization, or interfere with required inspections. Use qualified inspectors and licensed trades for inaccessible, structural, electrical, gas, mechanical, environmental, or life-safety conditions.
