Use after startup and permit inspection but before final payment. DOE defines commissioning as verifying that systems are installed and operate according to design; ENERGY STAR highlights airflow, refrigerant charge, right-sizing, and ducts. Do not open energized equipment, handle refrigerant, defeat safety controls, or enter unsafe attics or crawlspaces. Require licensed or qualified HVAC and electrical work where applicable.
