2. Use a moisture meter on concrete walls — readings above 4% indicate moisture problem

3. Tape a 2x2 foot sheet of plastic to the wall and floor — check after 48 hours for condensation

4. Inspect the exterior grading — ground should slope away from the foundation

5. Check gutters and downspouts — should direct water at least 6 feet from the foundation

6. Look for cracks in the foundation walls or floor — any active water seepage?

7. Verify sump pump works (if present) — pour water into the pit to test

- Finishing over damp walls — leads to mold behind finished walls

- No moisture testing before framing

- Exterior drainage issues not addressed first

- Sump pump not tested or missing battery backup

- Efflorescence ignored (indicates ongoing moisture migration)

1. Check for gap between framing and concrete walls (minimum 1/2" air space or rigid foam against concrete)

2. Verify insulation type — rigid foam or closed-cell spray foam against concrete (no fiberglass batts against concrete)

3. Check that pressure-treated lumber is used for bottom plates on concrete

4. Verify wall framing is plumb and securely attached

5. Check for fire blocking at top of walls where they meet floor joists

6. Verify any steel posts or beams are not enclosed without fire protection

7. Check insulation R-value meets local energy code requirements

- Fiberglass batts against concrete walls (traps moisture, grows mold)

- No pressure-treated bottom plate (rot from moisture wicking)

- Missing gap between concrete and framing

- No fire blocking at top of walls

- Vapor barrier on wrong side of insulation

- Steel columns enclosed without fire rating

1. Check each bedroom has an egress window — measure the clear opening (minimum 5.7 sq ft)

2. Verify minimum opening dimensions: 24" height and 20" width

3. Check window sill height — maximum 44" from finished floor

4. If window well is needed: verify minimum 36" x 36" (9 sq ft) with permanent ladder or steps if over 44" deep

5. Test that the window opens easily without tools or special knowledge

6. Verify window well cover (if present) opens from inside without tools

7. Check that window is not blocked by furniture or fixtures

- No egress window in basement bedrooms (code violation and life safety issue)

- Window opening too small to climb through

- Window sill too high from floor

- Window well too small or missing ladder for deep wells

- Window painted shut or requires tools to open

- Well cover that cannot be opened from inside

1. Test all outlets with a GFCI/AFCI tester

2. Verify AFCI protection on bedroom circuits

3. Check outlet spacing — maximum 12 feet apart along any wall

4. Verify GFCI protection in unfinished utility areas and bathroom

5. Test all light switches and fixtures

6. Check that smoke detectors are installed and functioning

7. Verify the electrical panel is accessible (36" clearance in front, not in a closet or bathroom)

- Missing AFCI protection on bedroom circuits

- Missing GFCI in unfinished areas

- Insufficient outlets

- Smoke detectors not installed

- Panel access blocked by finished walls

- Circuits overloaded from adding basement load

1. Check floor flatness — maximum 3/16" deviation in 10 feet

2. Verify vapor barrier is installed under flooring (6-mil polyethylene or equivalent)

3. Check for subfloor system (dimple mat, sleepers, or raised subfloor panels)

4. Walk the floor — no hollow sounds, squeaks, or bounce

5. Check transitions at doorways and between rooms

6. Verify flooring type is appropriate for below-grade installation

7. Check expansion gaps at walls (covered by baseboard)

- No vapor barrier under flooring — moisture damages flooring from below

- Hardwood flooring installed directly on concrete (will cup and buckle)

- No subfloor — flooring cold and condensation risk

- Floor not leveled before installation

- Missing expansion gaps (flooring buckles as it expands)

- Carpet with standard pad on concrete (mold risk — need moisture-resistant pad)
