Pre-Purchase Property Inspection

Checklist for inspecting a property before purchase in accordance with Portuguese regulations. Includes the Energy Certificate (CE), structural survey and moisture control.

Structural Integrity

Critical item

The structural condition of the building must be assessed in accordance with the Eurocodes (NP EN 1990–1999) and Portuguese building regulations. Foundations, load-bearing walls, floor slabs and the roof structure must be inspected for signs of settlement, movement or structural failure.

Electrical Installation

Critical item

The electrical installation must be inspected in accordance with the RTIEBT (Technical Rules for Low Voltage Electrical Installations), based on IEC 60364. A 30 mA RCD protection is mandatory for all circuits. An Operating Certificate is required for new or refurbished installations.

Plumbing Installation

Critical item

Water supply and drainage installations must be inspected. Pipe materials must be identified (copper, PEX or galvanised steel). The heating and domestic hot water system must be assessed. Compliance must meet the General Regulation for Public and Building Water Distribution and Wastewater Drainage Systems.

Roof and Exterior

Critical item

Inspect the roof covering, flashings, chimneys, gutters and facades. The roof must be assessed in terms of age and condition. Render, pointing and external cladding must be intact. Rainwater drainage must direct water away from the building.

Energy Efficiency

Under DL 118/2013 and the European EPBD, the Energy Certificate (CE) is mandatory for property sale and purchase. The CE classifies the building from A+ to F and includes improvement recommendations. Insulation levels must comply at least with the regulatory requirements in force at the time of construction.
