Risk assessment

Per CEI 64-8 Section 534 / CEI EN 61643-11, surge protection requirements should be based on a risk assessment considering: lightning flash density in the area, utility power reliability, presence of sensitive electronic equipment, and the value of equipment to be protected. Higher-risk installations require more comprehensive protection.

Type 1/Type 2 SPD at service entrance

Critical item

Per CEI 64-8 Section 534 / CEI EN 61643-11 and CEI 64-8 Section 53, a whole-house surge protective device (SPD) should be installed at the main service panel. The SPD must be rated Type 1 or Type 2 with a minimum surge current rating of 50 kA (per mode). Installation must use short, straight conductor runs (maximum 25 cm / 10 inches lead length).

Type 3 point-of-use protection

Per CEI 64-8 Section 534 / CEI EN 61643-11, Type 3 point-of-use surge protectors provide the final layer of protection at sensitive equipment. For critical electronics, an uninterruptible power supply (UPS) with surge protection provides both surge protection and battery backup. Plug-in SPDs should be listed and have adequate joule ratings.

Grounding system verification

Critical item

Per CEI 64-8 Section 54, surge protection effectiveness depends entirely on the quality of the grounding system. Ground rod resistance should be 10 ohms or less. All grounding electrodes must be bonded together, and the grounding electrode conductor must be continuous without splices.

Data line protection

Per CEI 64-8 Section 534 / CEI EN 61643-11 and CEI 64-8 / CEI EN 50174, surge protection should extend to all conductive paths entering the building: coaxial cable (TV/internet), Ethernet cables, and telephone lines. Each service entrance point should have appropriate surge protection installed.

Testing and maintenance

Per CEI 64-8 Section 534 / CEI EN 61643-11 and manufacturer specifications, surge protection devices must be regularly inspected and tested. SPDs should be checked after any known surge event (lightning strike, power outage). Failed SPDs must be replaced immediately as they provide no protection after failure.
