Surge Protection Inspection

Per CEI 64-8 Section 534 / CEI EN 61643-11, surge protection requirements should be based on a risk assessment considering: lightning flash density in the area, utility power reliability, presence of sensitive electronic equipment, and the value of equipment to be protected. Higher-risk installations require more comprehensive protection.

1. Determine local lightning flash density (flashes per km² per year)

2. Assess utility power reliability and history of power quality issues

3. Inventory sensitive electronic equipment (computers, home theater, smart home controllers)

4. Evaluate exposure — overhead vs underground service, rural vs urban location

5. Identify critical loads that require uninterrupted operation

6. Review insurance requirements for surge protection

- No risk assessment performed — generic protection applied everywhere

- Sensitive equipment in high-lightning area without adequate protection

- Underground service assumed to be low-risk (can still receive surges via other paths)

- Critical home office equipment without dedicated surge protection

Per CEI 64-8 Section 534 / CEI EN 61643-11 and CEI 64-8 Section 53, a whole-house surge protective device (SPD) should be installed at the main service panel. The SPD must be rated Type 1 or Type 2 with a minimum surge current rating of 50 kA (per mode). Installation must use short, straight conductor runs (maximum 25 cm / 10 inches lead length).

1. Verify SPD is listed/certified for the application (UL 1449 Type 1 or Type 2 / IEC 61643-11)

2. Check surge current rating — minimum 50 kA per mode recommended

3. Measure lead length from SPD to panel bus bars — maximum 25 cm (10 inches)

4. Verify SPD is connected to a dedicated breaker of appropriate size

5. Confirm indicator light shows SPD is operational

6. Check that SPD has audible or visual failure indication

- SPD installed with excessively long lead wires (reduces effectiveness significantly)

- Undersized surge current rating for the location risk level

- SPD installed on a shared breaker instead of dedicated breaker

- No failure indication — SPD may have failed without owner knowing

Per CEI 64-8 Section 534 / CEI EN 61643-11, Type 3 point-of-use surge protectors provide the final layer of protection at sensitive equipment. For critical electronics, an uninterruptible power supply (UPS) with surge protection provides both surge protection and battery backup. Plug-in SPDs should be listed and have adequate joule ratings.

1. Verify UPS units are installed for critical electronics (computers, NVR, network equipment)

2. Check UPS battery health and runtime capacity

3. Verify plug-in surge protectors are listed/certified (not just power strips)

4. Check joule rating of plug-in SPDs — minimum 1000 joules for electronics

5. Confirm surge protectors have indicator lights showing protection is active

6. Verify surge protectors are not daisy-chained (creates fire hazard)

- Basic power strips used instead of actual surge protectors

- UPS batteries past useful life (typically 3-5 years)

- Surge protectors daisy-chained (overloaded, fire risk)

- No point-of-use protection on expensive home theater equipment

Per CEI 64-8 Section 54, surge protection effectiveness depends entirely on the quality of the grounding system. Ground rod resistance should be 10 ohms or less. All grounding electrodes must be bonded together, and the grounding electrode conductor must be continuous without splices.

1. Measure ground rod resistance — should be 10 ohms or less

2. Verify grounding electrode conductor is continuous (no splices) to the panel

3. Check bonding between all grounding electrodes (water pipe, ground rod, Ufer/foundation ground)

4. Verify main bonding jumper between neutral bus and ground bus in main panel

5. Inspect ground rod connections for corrosion or looseness

6. Confirm supplemental ground rods are installed if single rod exceeds 10 ohms

- Ground rod resistance exceeding 10 ohms (surge energy not effectively dissipated)

- Corroded or loose ground rod connections

- Missing bond between ground rod and water pipe electrodes

- Grounding electrode conductor spliced or undersized

Per CEI 64-8 Section 534 / CEI EN 61643-11 and CEI 64-8 / CEI EN 50174, surge protection should extend to all conductive paths entering the building: coaxial cable (TV/internet), Ethernet cables, and telephone lines. Each service entrance point should have appropriate surge protection installed.

1. Verify coaxial cable surge protector is installed at service entrance point

2. Check Ethernet surge protectors on any exterior cable runs

3. Verify telephone line surge protector if landline service is present

4. Confirm all data line surge protectors are properly grounded to the same ground system

5. Check that antenna leads (TV antenna, ham radio) have appropriate lightning arrestors

6. Verify surge protectors do not degrade signal quality

- No coaxial surge protection — lightning enters via cable TV line

- Data line surge protectors grounded to separate ground system (creates ground loop)

- Missing protection on exterior Ethernet runs to detached garage or cameras

- Antenna without lightning arrestor creating direct path for lightning

Per CEI 64-8 Section 534 / CEI EN 61643-11 and manufacturer specifications, surge protection devices must be regularly inspected and tested. SPDs should be checked after any known surge event (lightning strike, power outage). Failed SPDs must be replaced immediately as they provide no protection after failure.

1. Check all SPD indicator lights — verify protection is active

2. Test UPS units with self-test function and verify battery runtime

3. Check plug-in surge protectors for indicator lights showing active protection

4. Inspect for physical damage (burn marks, melting, discoloration) on all SPDs

5. Verify replacement schedule — replace surge protectors every 3-5 years or after major surge event

6. Document inspection date and condition of all surge protection devices

- Failed SPD indicator ignored — no protection without replacement

- Surge protectors past useful life still in service

- No post-storm inspection performed after nearby lightning strikes

- UPS battery never tested or replaced
