Pool enclosure and barriers

Critical item

Per provincial pool enclosure regulations (e.g., Ontario Reg. 565, municipal pool fence bylaws) and NBC, all outdoor residential pools must be enclosed by a barrier a minimum of 1.2 m (48 in.) high that restricts unsupervised access by young children. Gates must be self-closing and self-latching with the latch on the pool side at a minimum height of 1.5 m. The barrier must not have climbable features, and openings must not permit passage of a 100 mm sphere. Indoor public pools must comply with NBC Part 3 for occupant safety.

Pool structural shell

Per CSA A23.1 and NBC Part 4, concrete pool shells must be designed and constructed to resist earth pressure, hydrostatic pressure, and applicable live loads. Shotcrete or gunite shells must achieve a minimum compressive strength of 30 MPa at 28 days. Reinforcement must comply with CSA A23.3. Fibreglass and vinyl-liner pools must be installed per manufacturer's specifications on a properly prepared and compacted base.

Electrical installation and bonding

Per CSA C22.1 (CEC) Section 68, all metal components within 1.5 m of the pool water's edge must be bonded together. This includes the pool reinforcing steel, metal coping, ladders, handrails, diving boards, light niches, pump motors, and metal piping. All pool electrical equipment must be protected by ground fault circuit interrupter (GFCI) devices. Receptacles within 3 m of the pool edge must be GFCI-protected. Overhead conductors must maintain minimum clearances per Section 68.

Circulation and filtration system

Per provincial pool regulations and CSA standards, the pool circulation system must be capable of turning over the entire pool volume within the required period (typically 6 hours for residential, 4 hours for public pools). The filtration system must maintain water clarity per provincial health standards. Pump and filter sizing must match the pool volume and desired turnover rate. All plumbing connections must include backflow prevention per the National Plumbing Code.

Drain covers and entrapment prevention

Per provincial pool safety regulations and CSA standards, all pool and spa main drain covers must be anti-entrapment rated and compliant with ASME/ANSI A112.19.8 or equivalent CSA standard. Pools with single main drains must have a safety vacuum release system (SVRS) or equivalent anti-entrapment device. Drain covers must be secured, in good condition, and replaced before the expiry of their rated service life (typically 7-10 years).

Pool deck and safety features

Per NBC and provincial pool regulations, pool decks must provide a slip-resistant surface and be graded to drain away from the pool. The deck must slope a minimum of 2% away from the pool edge to prevent surface water from entering the pool. Depth markings must be permanently displayed at the pool perimeter at maximum 7.5 m intervals. Diving areas must comply with minimum depth and clearance requirements per CSA and manufacturer's specifications.
